The Programme ‘From Potential Conflict to Cooperation Potential’ (PccP)

The Programme ‘From Potential Conflict to Cooperation Potential’ (PccP) facilitates multi-level and interdisciplinary dialogues to foster peace, co-operation and development related to shared water resources management. The program is housed within IHP, PccP supports water users to peacefully and equitably manage their shared water resources, and helps ensure that potential conflicts do not turn into real ones. Its ultimate objective is to use Track II initiatives to support and maintain peace-building processes.

The programme offers its resources to coordinate collaborative efforts and disseminate best practices of water conflict resolution and cooperation building.

The goal of PccP, is to render services to UNESCO's Member States and to foster co-operation between nations.

PccP's priority target groups are institutions and individuals involved in managing shared water resources, such as:

* Decision-makers and diplomats.
* Water professionals.
* Civil society networks that play a role in decision-making processes at a local level. * Educators, to enhance future management skills.
* Post-graduate students of water issues.

One critical aim of good water management is to reconcile the opposing interests of water users. If unattended, negative interactions among sectors and/or stakeholders over scarce water resources can lead to tension and conflicts. PccP aims to demonstrate that situations with potential for conflict can be transformed into situations where co-operation potential can emerge.

PccP gives priority to water conflicts between sovereign states. Water disputes at local or regional levels are addressed only if they can have an impact on international relations or when sovereign states request so.

During its third phase of activities (2007-2009), PccP uses Track II initiatives to support cooperation processes related to peaceful management of water resources.

PccP’s current activities include training course organization in South East Europe, Latin America and the Caribbean (LAC) and Africa. Course materials on transboundary water resources management are used to train professionals/diplomats involved in water related negotiation processes.

The PccP-LAC Program represents a contribution of the International Hydrological Programme of Latin America and the Caribbean to the global project, by developing tools to support cooperation and prevention of Water Conflicts. In LAC, the project focuses on the development of educational material and case studies.

 A Case study reflecting the status of cooperation in the transboundary region of the Ostua-Metapan aquifer is being undertaken in collaboration with the CRRH (Comité Regional de Recursos Hidráulicos). The case study document will be co-authored by experts representing these riparian countries.

 At the global level, PccP will create a Water Management Master Programme (specialization in Water Conflict Management) to be implemented by the UNESCO Institute for Water Education and the UNESCO-auspiced IHP-HELP Centre for Water, Policy and Science.

Previous PccP phases:

During the PccP’s second phase (2003-2006) the educational material developed for and implemented in the South African Development Community has been further developed and adapted to the LAC and South East European contexts. A case study was conducted on the Lake Titicaca Basin. In 2004 PccP hosted the conference ‘Water: A Catalyst for Peace’ on Alternative Dispute Resolution Techniques.

 A major outcome of PccP's first phase (2001-2003) is the publication of 31 volumes on transboundary water issues. Experts from around the world invited to investigate water conflicts and cooperation drafted studies on past experiences and reviewed analysis tools, particularly as to their utility in water-related conflicts. Successful cooperation case studies were developed, in addition to material for a Conflict Prevention and Cooperation course in International Water Resources in the South African Developing Community. In 2002 PccP, in collaboration with Green Cross International, organized the conference ‘From Conflict to Cooperation in International Water Resources Management: Challenges and Opportunities’.
